General Director

The management of JSC FPC’s day-to-day operations is delegated to the General Director, a sole executive body. The General Director acts as Chairman of the Company’s Science and Technology Board, and also Chairman of the Board of the Heads of the Company’s Branches.

Education

Graduated from the Financial Academy under the Government of the Russian Federation in 1993 with a degree in International Economic Relations.

In 2005, graduated from Moscow State Law Academy with a degree in Law.

Experience

From 1998 to 2005, he served as Vice-President and Deputy General Director at Mosgortrans.

From 2005 to 2006, he acted as Deputy Head of the Moscow Transport and Communications Department.

From 2006 until 2013, he served as General Director of Mosgortrans.

From 2013 until 2015, he was Deputy Chairman of the Moscow Region Government.

From 2015 to 2016, he was Deputy Chairman / Transport Minister of the Moscow Region Government.

In January 2016, he was appointed General Director of JSC FPC.

The General Director is accountable to FPC’s shareholders and Board of Directors and submits quarterly reports to the Board on the Company’s performance (budget performance, contract work performance, HR policy, credit policy, social programmes, insurance coverage, implementation of the Board’s resolutions).

The Board of Directors resolves on the election of FPC’s General Director, termination of their powers, approval of the terms of contract with General Director, including the terms of their remuneration and termination of their contract.

The General Director is responsible for the timeliness and quality of budgeting and budget execution at FPC, for preparing budget execution reports, and for organisation of activities at the Company’s branches.

In 2015, the Company was led by Mikhail Akulov.

The total remuneration paid to the General Director of the Company in 2015 amounted to RUB 2,955,234.

Events after the reporting date

On 25 January 2016, Petr Ivanov was elected to the position of FPC’s General Director by resolution of the Board of Directors for the period of three years.

Mikhail Akulov continued as Vice-President of RZD, which ensures an integrated approach to the management of RZD’s passenger transport operations and more effectively addresses the agenda of its further growth.

Experience
Started his career in railways in 1980.

In 2007, he was appointed head of the Baggage and Unaccompanied Baggage Transport Management Office of the Passenger, Baggage, and Unaccompanied Baggage Transport Department at the Federal Passenger Directorate, a branch of JSC RZD.

From 2007 until 2010, he led the Passenger, Baggage, and Unaccompanied Baggage Transport Department at the Federal Passenger Directorate, a branch of JSC RZD.

From 2010 until 2012, he served as Head of the Transport Management Department at JSC FPC.

Since 2012, he has held the post of First Deputy General Director of JSC FPC.

Konstantin Torubarov

Graduated from Moscow Institute of Railway Engineers in 1985 with a degree in Carriage-Building and Rolling Stock.

Experience
Started his career in railways in 1985. In February 2010, he was appointed Head of the Moscow Branch of JSC FPC. Since 2015, he has held the post of Deputy General Director of JSC FPC.

Alexander Muslovets

Graduated from the Far Eastern State Transport University with a degree in Economics and Management at Railway Transport Enterprises; PhD in Economics.

Experience
He has worked in railway transport since 1999.

From 2004 until 2005, he headed the Finance Department at the Moscow-Ryazan Division of the Moscow Railway, a branch of JSC RZD.

From 2005 until 2009, he was First Deputy Chief Accountant at the Moscow Railway, a branch of JSC RZD.

From 2009 to 2010, he served as Deputy CEO at the Federal Passenger Directorate, a branch of JSC RZD.

Since 2010, he has held the post of Deputy General Director of JSC FPC.

Vadim Mishanin

From 2009 until 2010, he served as Deputy CEO at CJSC Integrated Transport Systems.

Since 2010, he has held the post of Deputy General Director of JSC FPC.

Aleksandr Petrunin

Started his career in railways in 1977.

From 2009 until 2011, he was Chief Engineer at the Traction Rolling Stock Repair Directorate of JSC RZD.

From 2011 until 2012, he served as Deputy Head of the Technical Policy Department at JSC FPC and headed the Engineering Office.

From 2012 until 2013, he was Deputy Chief Engineer at JSC FPC.

Since 2013, he has held the post of Deputy General Director of JSC FPC.

Lyudmila Paristaya

From 2009 until 2010, she served as Head of the Agents Network Department at the Federal Passenger Directorate, a branch of JSC RZD.

From 2010 until 2012, she was Head of the Human Resources and Social Development Department at JSC FPC.

Since 2012, she has held the post of Deputy General Director of JSC FPC.

From 2010 until 2014, he was Head of the Ural Branch of JSC FPC.

Since 2015, he has held the post of Deputy General Director of JSC FPC.

From 2006 to 2010, he acted as Head of the South Ural Regional Security Centre, a business unit of JSC FPC.

Since 2010, he has held the post of Deputy General Director for Corporate Security, Head of the Corporate Security Department of JSC FPC.

Oleg Nikitin

Mikhail Tekanov

In 2001, he graduated from the Federal Security Service Academy with a degree in Law. In 2005, he graduated from the Russian Presidential Academy of National Economy and Public Administration with a degree in State and Municipal Management.

Experience
Started his career in railways in 1988.

From 2009 until 2015, he was Head of the Transport Security Department at the Federal Agency for Railway Transport of the Russian Ministry of Transport.

In April 2015, he was appointed Deputy Head of the Security Department at JSC RZD.

In December 2015, he was appointed Deputy General Director of JSC FPC.

Events after the reporting date

Since the position of Deputy General Director for Corporate Security, Head of the Corporate Security Department was abolished in January 2016, Yuri Lyapin continued as Head of the Corporate Security Department at JSC FPC.

In March 2016, the employment contract with Deputy General Director Oleg Stelmachenko was terminated.
